UGAP STATUS AND MISSION
UGAP is a public industrial and commercial establishment created in 1985 and placed under the dual supervision of the minister responsible for the budget, on the one hand, and the minister responsible for national education, on the other.
Today, it is the only French public purchasing agency and is a specific player in public purchasing, whose role and terms of intervention are defined by the ordinance of 23 July 2015 on public procurement. , which transposes the Community “markets” directives of February 26, 2014, provides two ways of intervention for purchasing agency:

THE UGAP NETWORK
UGAP has a head office, located in Champs-sur-Marne, and a regional network. With around 550 collaborators out of more than 1,100 employees, the regional network is the establishment's most important entity. It is structured around 25 regional establishments, generally located at the headquarters of the administrative regions, grouped into 8 territorial directorates and 1 directorate in charge of relations with the government services and its public establishments.
This local network, from pre-sales and after-sales teams, respectively provides information, advice and the sale of the offered products and service available as well as the proper execution, tracking of orders and the quality of service.
